Climate‑proofing methodology for development plans and productive activities of small communities in Argentina
Summary
This document presents and applies a climate proofing methodology for development plans and productive activities in small communities. The first part of the paper, of a theoretical nature, develops the climate proofing methodology, while the second part documents the results of its pilot implementation in the Indigenous Community of Amaicha del Valle (CIAV), Tucumán, Argentina.
The theoretical section presents a conceptual framework through the analysis of the link between climate proofing and climate resilient adaptation and development, in addition to a survey of existing methodologies. The resulting methodology proposes four stages: initial approach; analysis, awareness and delimitation of the problem; roadmaps for climate proofing measures or actions and implementation; monitoring and continuous improvement. Its objective is to promote the adaptation and resilience of communities, their livelihoods and development plans in the face of climate change.
The second section documents the pilot implementation in the indigenous community of Amaicha del Valle, where economic-productive projects are increasingly conditioned by climatic events. For this work, priority was given to wine production and wine tourism.
A central axis of the methodology is the joint knowledge construction that took place between 2021 and 2023, with 5 visits to the community, 32 interviews with key actors and 3 presentations in the community radio. The proposal includes three specific objectives: to learn about the impacts of climate change, identify strategies to minimize them and promote adaptive practices. It also highlights the importance of developing and scaling up this type of practices through the design of public policies, conceived in a multisectoral manner and focused on access to the necessary resources, both in terms of capacity building and access to financing.
