Plan de Trabajo: Work plan, methodology, activity schedule, and basic content of research instruments
Summary
Honduras, due to its geographic location, is one of the most vulnerable countries in the world to the impacts of climate change. Climatic events are becoming more frequent and intense, and the rural and urban populations are increasingly vulnerable. Local organisations such as the Drinking Water and Sanitation Administrative Boards (JAA) play an important role in administering, protecting, and conserving natural resources, especially the ecosystems that contribute to the capture of water for domestic use.
With the goal of better understanding the role these organisations play in water resource management, promoting decentralisation, and encouraging local collaboration and volunteerism to address the challenges posed by limited access to water and the degradation of micro‑watersheds, a study will be conducted to: identify and make visible the limitations faced by the JAA in administering, protecting, and conserving this resource, and consequently propose a mechanism that simplifies their functioning and promotes their resilience in the face of climate threats and the country’s complex sociopolitical contexts.
Likewise, a rapid assessment will be carried out of institutional, intersectoral, and technical capacities, as well as the applicability of the legal framework, in order to strengthen the proposal that simplifies the functioning of the JAA and supports the identification of local solutions.
This document presents the first product of the consultancy, which includes the work plan, methodology, and activity schedule, as well as the basic content of the research instruments.
