This report serves as an annex to the structured approach to conducting a context analysis of the SECURe decision support framework for urban resilience. It emphasises that understanding the urban context is a critical first step in identifying effective and locally appropriate resilience solutions. The report outlines how interactions between stakeholders, governance systems, economic structures, and cultural dynamics shape decision-making processes and influence resilience outcomes.

The analysis is organised across four key domains: stakeholders and networks, governance, economy, and culture. It provides an overview of analytical approaches such as stakeholder analysis, political economy analysis, and social norms analysis, alongside practical tools and methodologies for data collection.

The report highlights the importance of examining power relationships, incentive structures, and social norms to identify both barriers and opportunities for collaboration. Ultimately, it aims to support users in assessing how networks of actors enable or constrain urban resilience solutions and to guide context-specific, evidence-based decision-making.
