National adaptation priorities inventory: Regional advocacy on the Global Goal on Adaptation (GGA) & New Collective Quantified Goal (NCQG)
Summary
This report compiles and compares national climate adaptation priorities across eleven Asia‑Pacific countries to support regional advocacy on the GGA and the NCQG. Drawing primarily from National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), and Adaptation Communications, it identifies common and country‑specific priorities across sectors including water resources, food security, agriculture and fisheries, ecosystems and biodiversity, disaster risk reduction, urban resilience, health, energy, gender equality, and social inclusion.
Despite diverse national contexts, the inventory reveals strong convergence around ecosystem‑based adaptation, climate‑resilient infrastructure, early warning systems, climate services, and capacity development.
It also highlights persistent gaps related to financing, institutional coordination, local implementation capacity, and alignment between national priorities and sub‑national needs, reinforcing the case for predictable, grant‑based adaptation finance and stronger regional cooperation under global climate frameworks.
