Integration of urban resilience decision support framework into INACCT resilience: ICLEI fieldwork plans in South Africa and Mozambique

This report outlines fieldwork plans for integrating the Urban Resilience Decision Support Framework into local contexts, focusing on participatory, inclusive, and gender-responsive approaches to climate adaptation.

Summary

This report, prepared by ICLEI Africa in collaboration with the University of KwaZulu-Natal (UKZN), outlines fieldwork plans to integrate the Urban Resilience Decision Support Framework into the INACCT Resilience project. It focuses on strengthening climate resilience in informal settlements in Durban (South Africa) and Beira (Mozambique) through participatory, evidence-based planning and the co-production of knowledge with affected communities. The research emphasises inclusive and equitable approaches to disaster risk, with a strong focus on gender equality and social inclusion (GESI).

The report highlights how governance systems, institutional capacity, and community-led processes shape resilience outcomes. It proposes participatory methods such as community mapping, learning labs, and stakeholder workshops to identify risks and co-design solutions. The approach integrates ecosystem-based adaptation, transdisciplinary research, and collaborative planning to support scalable and locally grounded climate adaptation strategies.
